Function:
• Have overall strategic and operational responsibility for KHC staff, programs, expansion, and execution of KHC mission.
• With the chair, enable the Board to fulfill its governance function
Major Functions and Responsibilities:
Program Development:
• Ensure ongoing programmatic excellence, rigorous program evaluation, and consistent quality of finance and administration, fundraising, communications, and systems; recommend timelines and resources needed to achieve strategic goals
• Assure that KHC has a long-range strategy which achieves its mission, and toward which it makes consistent and timely progress.
• Provide leadership in program development, organizational and financial planning, and implement plans and policies in accordance with the mission and the strategic goals of KHC.
• Maintain a working and timely knowledge of significant developments and trends in the Kentucky equine industry.
Administration:
• Ensure maintenance of official records and documents, and ensure compliance with federal, state and local regulations. Provide supervision and direction of staff.
• Jointly, with the President and Secretary of the Board of Directors, conduct official correspondence of the organization, and jointly, with designated officers, execute legal documents, within the authority provided by the bylaws.
Membership Support:
• Develop programs to directly benefit members of the Kentucky Horse Council.
• Oversee the design, marketing, promotion, delivery and quality of all membership services.
• Develop and implement programs to increase membership.
Board Relations:
• Develop, maintain, and support a strong Board of Directors; serve as ex-officio of each committee, seek and build board involvement with strategic direction for both ongoing operations and new program development
• Organize board meetings, providing all required materials in advance.
• Manage critical communications with board members between meetings, in conjunction with the President and on an as needed basis. Oversee new board member orientation and board development education.
• Facilitate meetings for active committees, assist in implementing committee programs, and provide documentation for committee reports.
External Relations & Communications:
• Deepen and refine all aspects of communications—from web presence to external relations with the goal of creating a stronger brand.
• Use external presence and relationships to garner new opportunities.
• Establish and maintain sound working relationships and cooperative arrangements with other associations including but not limited to equine, livestock, agriculture, tourism and other organizations as deemed appropriate.
• Be an external local and national presence on behalf of KHC.
• Represent the programs and point of view of the organization to agencies, organizations, and the general public in a professional manner.
• Represent KHC and serve as the main point of contact for media and other public relations.
• Manage the development and production of an annual report.
Staff Oversight:
• Manage KHC staff including employees, volunteers, interns, contract workers and seasonal help.
• Manage staff recruitment, supervision and release.
• Ensure that job descriptions are developed for all staff, that regular performance evaluations are held, and that sound human resource practices are in place.
• Encourage staff development and education, and assist program staff in relating their specialized work to the total program of the organization.
• Maintain a climate that attracts, keeps, and motivates a diverse staff of top quality people.
• Prepare for anticipated growth and changes in staffing
• Implement personnel policies as established by the KHC Board
Budget and Finance:
• In conjunction with Board, develop and maintain sound financial practices.
• Work with the staff, Finance Committee, and the board to prepare annual budgets; oversee the budget and ensure adherence to budget guidelines.
• Monitor KHC funds to ensure that adequate monies are available to permit KHC to operate.
• Increase, strengthen and diversify KHC’s funding sources with the assistance of the Board, the Development Committee and appropriate outside resources.
Legislative:
• Establish, develop, and maintain relationships with Kentucky lawmakers, policy makers, elected officials, and other key legislative officials.
• Stay abreast of pending local, state, and national legislation with potential impacts on the Kentucky horse industry.
• Testify at legislative hearings as to the state of the Kentucky equine industry.
• Ensure that KHC members are notified of legislative changes impacting the horse industry.
Other Duties:
• The Executive Director may perform additional duties as necessitated by the state of the equine industry or at the direction of the Board of Directors.

The associate editor helps promote knowledge about and loyalty to the American Paint Horse and the American Paint Horse Association through the creation of quality content for the association’s family of publications. The associate editor’s duties will include but not be limited to:

Position Title: Program Director for the Franklin County 4-H Therapeutic Riding Center
Part-time: approximately 20 hours per week

Brief Summary of Duties:
This individual will function as a member of the Penn State Extension – Franklin County 4-H team, collaborating with the 4-H educators and other staff in the Penn State Extension Office in Franklin County. Major responsibilities will include: managing the Franklin County 4-H Therapeutic Riding Center to include supervision of part-time staff, financial management and development activities, creation and dissemination of public relations materials and community outreach. In carrying out the assigned duties, the individual will work directly with other part-time Franklin County 4-H Therapeutic Riding Center staff, volunteers, the Franklin County 4-H Therapeutic Riding Center Council, and interact with various county agencies. This position is administratively responsible to the Penn State Extension 4-H Youth Development Coordinator in Franklin County and the Penn State Extension District Director.
Specific Responsibilities
1. Serve as main point of contact for anyone who has questions about any aspect of the Therapeutic Riding program. Network within the community by attending community events, including United Way functions.
2. Manage Therapeutic Riding Center finances. Work with the Therapeutic Riding Center Council treasurer on maintaining monthly financial statements and assist with the compilation of the annual budget.
3. Research and write grant proposals to assist in funding the Therapeutic Riding Center operations to include the United Way application. Plan and conduct fund raising activities. This includes overseeing and organizing events as required, keeping donor database, logging income and expenses, promotions and recognizing donors. Prepare annual fundraising letter and supporting United Way grant requirements.
4. Manage Therapeutic Riding program part-time employees. Work with Therapeutic Riding Council on hiring and periodically reviewing staff. Position reports directly to the Penn State Extension 4-H Youth Development Coordinator in Franklin County.
5. For Council and Operation committee meetings: prepare agendas, send reminder notices, attend meetings, and disseminate minutes. Work with finance committee to develop the annual budget. Attend other committee meetings as required.
6. Produce quarterly newsletter, annual report and marketing materials. Maintain website and social networking. Conduct public relations presentations and inform the public of the program.
7. Maintain and review current policy and procedures manual, maintain and review current parent handbook and volunteer handbook, and maintain and review rider and volunteer application forms, updating all as necessary. Assist instructors, barn manager and volunteer coordinator with volunteer trainings and lesson scheduling.
8. Demonstrate competency in knowledge of computers and applicable software. Use a variety of technology to increase the visibility of the 4-H Youth Development program and the Franklin County 4-H Therapeutic Riding Center within the diverse Franklin County communities.
